Jefferson County Judicial Center
Program Requirements:

Jefferson County requested a new Circuit Courts building with offices for the Supreme Court and Appellate Court and twenty-three Court Rooms and court room support space such as Judge’s Chambers, Jury Rooms, public waiting, conference rooms, witness waiting rooms, and Clerk’s Offices. Also requested was a holding cell area for prisoners awaiting their court appearance.
Design Solutions:

The Judicial Center is an asymmetrical building dominated by a seven-story colonnade at the entry and anchored at the other three corners by ten story stair towers. The design relies on the proportion of the Greek Corinthian Order to lend the building a sense of monumental integrity.

All floors are visually tied together with a sweeping ten-story glass wall that offers spectacular views from the public lobby at each level.

Technical Details:

The building contains approximately 284,000 gross square feet on twelve floors including the parking level and an interstitial, mezzanine type level for prisoner movement. The existing building contains approximately 160,000 gross square feet on three floors with an extensive 20,000 gross square foot court holding area on a fourth floor that is connected to the Jefferson County Jail via an elevated pedestrian bridge.

City streets bound the site on three sides and an existing building on the fourth side, and the building footprint extended from property line to property line. This made site storage and layout of materials extremely difficult. Most of the materials had to be brought to the site on a "just in time" basis.

The problems with the restrictions of the site were also relieved by using flying forms. As soon as the concrete achieved the required strength, the forms could be dropped down and "flown" up to the next level, minimizing the space needed on the ground for storage and rebuilding forms.

Cost Data :

The lump-sum design build contract for $58,000,000 was between Judicial Systems, Inc. and Jefferson County, Kentucky. The contract called for the construction of the new Judicial Center and the renovation of the existing courts building, the Jefferson Hall of Justice.
